[IPS Marketplace] Chaos Blue - Floating Userbar

This is a theme with a floating userbar - Chaos Blue. The fee we take out is not for the actual style of it but rather how long it took for us to create this for you all, roughly 3 hours.

You can change the colors and background with ease , and most of the things are done in CSS which means that it is not some big strain on your site to use this.
